Under the Assured Career Progression Scheme, an employee who has fulfilled the eligibility conditions — including completing the requisite years of service and passing the prescribed promotion course within permissible attempts — is entitled to financial upgradation, and recovery of such benefits already lawfully granted cannot be initiated merely on the ground of initial inability or failed attempts, where the employee ultimately satisfies the scheme's criteria.
