C.A. No. 000129 / 2013
A supplementary list prepared by a Public Service Commission for reserved category candidates has no independent statutory existence and is wholly subservient to the main rank list; once the main list stands exhausted or expires, the supplementary list automatically ceases to have any operative force. Operating the supplementary list after exhaustion of the main list would violate the 50:50 rule between open competition and reserved category candidates, resulting in unconstitutional excess reservation.
