Respondent(s)IA 1 (c/delay in filing SLP, c/delay in refiling SLP)Date: 16/11/2010 This Petition was called on for hearing today.CORAM : HON'BLE MR. JUSTICE G.S. SINGHVI HON'BLE MR. JUSTICE ASOK KUMAR GANGULYFor Petitioner(s) Mr. Veera Kathiravan, Adv. Mr. K.V. Vijayakumar,Adv.For Respondent(s) Mr. P.N. Ramalingam,Adv. UPON hearing counsel the Court made the following O R D E R Delay condoned. This petition is directed against order dated 10.9.2009 passed by the Division Bench of Madras High Court, which allowed the writ appeal filed by the respondents and set aside the order of the learned Single Judge who entertained the writ petition filed by the petitioner and quashed the appointments of the 2private respondents as Foresters, Forest Guards, ForestWatchers and Drivers respectively. We have heard Mr. Veera Kathiravan, learnedcounsel for the petitioner at some length and perusedthe record. In our view, the Division Bench of the HighCourt rightly held that the petitioner Trade Union didnot have the locus to file writ petition questioningthe appointments of the private respondents. The viewof the Division Bench is consistent with the law laiddown by this Court in Guruvayoor Devaswom ManagingCommittee and another versus C.K. Rajan and others(2003) 7 SCC 546 and State of Uttaranchal versusBalwant Singh Chaufal and others (2010) 3 SCC 402. The special leave petition is accordinglydismissed. (A.D.
