In disciplinary proceedings against a government servant, the quantum of punishment must be proportionate to the gravity of the misconduct proved, and the penalty of compulsory retirement under Rule 11 of CCS (CCA) Rules may be substituted for removal from service where long service rendered by the delinquent employee warrants such mitigation.
