Under the U.P. Imposition of Ceiling on Land Holdings Act, 1960, the expression "any party aggrieved" in Section 13(1) is broader than "tenure holder" in Section 11, conferring appellate standing upon any person whose legally protected land rights are adversely affected by a surplus determination, including those holding Civil Court decrees.
