    SUMMARY This is a Special Criminal Case (Spl.CC. 31/2025) involving an investigation into alleged financial irregularities in drought relief works executed by Viruthachalam Municipality in Cuddalore district during 2013-2014. The case was registered on 02.03.2015 (FIR No. 2/2015) against C. Pandu, former Junior Engineer of the municipality, and 14 co-accused for charges under IPC Sections 167, 477A, 420, 409 and Prevention of Corruption Act Sections 13(2) r/w 13(1)(c). The investigation found that in a project involving 35 borewells allocated ₹1 crore 12 lakhs, inferior quality materials were used—lesser depths than specified, substandard PVC casings instead of GI pipes, and unverified water tanks—resulting in an estimated loss of ₹31,98,672 to the government. The case is currently at the stage of recording witness testimony (first government witness examination was conducted on 07.10.2025).
