4. Feeling aggrieved and dissatisfied with the impugned judgment
and order dated 01.11.2018 passed by the High Court of Delhi at New
Delhi in Writ Petition (C) No. 6152 of 2017, by which the High
Court has allowed the said Writ Petition and has declared that the
acquisition with respect to the land in question is deemed to have
lapsed under Section 24(2) of the Right to Fair Compensation and
Transparency in Land Acquisition, Rehabilitation and Resettlement
Act, 2013 (hereinafter referred to as “the 2013 Act”), the Delhi
Development Authority has preferred the present appeal.
5. It is the specific case on behalf of the appellant and even so
stated in the counter before the High Court and even it is apparent
from the averments in the writ petition that the original writ
petitioner No.1 purchased the land in question in the year 1990

much after Section 4 notification which was issued in the year
1980. So far as the other petitioners are concerned, even there
was no Sale Deed in their favour. Be that as it may, the original
