The Special Leave Petition is dismissed on the question

of delay as well as on merits. However, taking into consideration

the fact that the appeal is pending before the High Court from the

year 2008 onwards, we request the High Court to make an endeavour

to dispose of the pending appeal in First Appeal No.168/2008

expeditiously, preferably within a period of six months from today.
