O R D E R
1. Permission to leave to appeal is granted.
2. Having heard Mr. R Venkataramani, learned Attorney
General, we see no reason to condone the inordinate delay of
516 days in filing the Civil Appeal as the explanation sought
to be provided, does not constitute sufficient cause. However,
question of law raised by learned Attorney General is kept
open for being considered in an appropriate case.
3. The Civil Appeal is dismissed on the ground of delay.
