Ld. Counsel for the petitioner has filed an affidavit
stating therein that the sole respondent has refused to accept
notice. Refusal of dasti service cannot be considered as proper
service in light of Order LIII, Rule 3 of Supreme Court Rules.
Hence, Ld. Counsel for the petitioner to take fresh steps and to
file fresh particulars for service on the sole respondent within
two weeks.
