1. Leave granted.
2. The State of Haryana is compelled to approach this
Court for very peculiar reasons. The first respondent
filed a petition for anticipatory bail before the High
Court which is pending till date. On 6th June, 2019, the
High Court issued notice and granted interim anticipatory
bail. The interim order was modified by further order dated
27th June, 2019 by imposing certain conditions.
3. Then comes the order dated 23rd April, 2024. Instead
of hearing the application for anticipatory bail on merits,
the High Court examined the issue of police security being
provided to the citizens. The Court observed that it
becomes imperative for the Court to examine the basis on
which security has been provided to the individuals and

what are the norms for providing security. Therefore, a
direction was issued to Director General of Police, Punjab
to file an affidavit giving information about State
Security Policy, 2013. It was directed to give all details
of individuals including VIPs, VVIPs and other citizens
(excluding ex-officio persons) who have been provided
