1. Leave granted.
2. The present appeal is against the order passed by the
Madurai Bench of the High Court of Madras in W.A. (MD) No.
1441 of 2017 dated 15.03.2018. Facts, to the extent that they
are relevant are that the respondent worked with the Highways
Department of the appellant during the period 2000 to 2006
and thereafter in the year 2008, totaling about 1117 days as
a casual worker.
3. On the basis of certain Governmental Orders, being
G.O.Ms.No.22 dated 28.02.2006 and G.O.Ms.No.74 dated
27.06.2013, the respondent made a representation for
regularising his service. However, no action was taken on the
said representation.

4. In the meanwhile on 26.10.2015, the appellant invited
applications for the post of Junior Draughting Officer
specifying that the age limit for the said post shall be 32
years. The respondent was more than 32 years and as such
became ineligible to apply under the said advertisement. He
approached the Madurai Bench of the High Court of Madras for
direction to the appellant that he should be granted age
relaxation and considered for the post. The Writ Petition was
