O R D E R
1. I.A. No.32546/2024 and I.A. No.171412/2023, being
applications seeking impleadment, are allowed.
2. Harprit K. Singh, the petitioner has passed away. An
application (being I.A. 226482/2024) for substitution has been filed
by the mother of the deceased. Father of the deceased is already
on record. Substitution of the mother of the deceased in his place is
allowed. Memo of parties be amended accordingly.
3. The dispute relates to issuance of scheduled caste certificates

in favour of the father of Harprit K. Singh as well as Harprit K. Singh
himself.
4. The writ jurisdiction of the High Court of Punjab and Haryana
was invoked by Sarabjeet Kaur, the aunt of Harprit K. Singh, by
filing an application under Article 226 of the Constitution of India1.
She alleged in such writ petition that Harprit K. Singh as well as his
father had obtained scheduled caste certificates by practicing
fraud.
