1. Leave granted.
2. On 4th April, 2006, respondent nos. 2 and 3 published
an advertisement inviting applications for appointment as
contractual computer teacher. Respondent no.1 applied and
was appointed by respondent nos. 2 and 3 on 29th April,
2006 on temporary/contractual basis. The appointment of
respondent no.1 was continued. In the year 2013, the
respondent no.1 filed a writ petition before the learned
Single Judge of the High Court. His case was that the
District Inspector of Schools was withholding approval to
his appointment. The learned Single Judge of the High
Court by his order dated 30th May, 2013 allowed the
petition and directed the District Inspector of Schools to
approve the appointment of respondent no.1 in the
sanctioned vacancy within a period of three months.

3. Being aggrieved by the said order, the appellants
(State of West Bengal and others) filed a Letters Patent
Appeal before the Division Bench of the High Court. There
was a long delay of 680 days in preferring the appeal. By
the impugned order, the High Court has declined to condone
the delay by a detailed order.
