1. Leave granted.

2. This appeal is directed against the impugned

Judgment and Order dated 05.03.2024 passed by the

Division Bench of the High Court of Tripura in

Writ Appeal No. 10 of 2023, by which the High

Court has dismissed the writ appeal and confirmed

the order of the learned Single Judge declining

to regularise the services of the appellants.

3. The facts giving rise to filing of this

appeal are that the appellants were engaged as

Daily Rated on the post of Cook-cum-Masalchi, on

different dates between 05.09.1993 to 01.08.2002

and were attached to different schools under the

Directorate of School Education. The work

allotted to appellants is perennial and permanent

in nature.

4. In view of decision of this Court1, the State

of Tripura formulated a policy dated 01.09.2008

for absorption of services of Daily Rated Workers

who had completed 10 years of service as on

31.03.2008. The same policy was followed in

memorandums dated 21.01.2009, 31.01.201...
