1. Leave granted.
2. Heard the learned counsel appearing for the parties.
3. On 7th April, 2004, a call letter was issued to the appellant
calling upon him to appear for an interview for the post of Senior
Hindi Translator in Group B Staff Post with the Income Tax
Appellate Tribunal, Ahmedabad, Gujarat. The name of the appellant
was sponsored by the Employment Officer of the University
Employment Bureau, Ahmedabad. After the appellant appeared for the
interview, on 10th August, 2004, he was appointed as the Senior
Hindi Translator on adhoc basis. Extension was granted from time
to time to the appellant. Lastly it was granted on 24th October,
2013. Till 2013, no efforts were made by the respondents to start
a regular recruitment process for the post held by the appellant.
That was done for the first time in October 2013 by the
respondents.
4. Therefore, the appellant approached the Central Administrative
Tribunal (for short, “the Tribunal”). The Tribunal by an order
dated 25th January, 2017 directed the respondents to regularise the
