Heard Mr. Salil Sagar, learned senior counsel
appearing for the petitioner(s) and Ms. Nupur Kumar,
learned counsel appearing for the State of Punjab. We
have also perused the counter affidavit and rejoinder
affidavit filed in the matter.
Petitioner No. 1 is a Society – a private body, which
claims that it has got a right to establish a Board, which
can grant recognition to Secondary and Higher
Secondary Schools in the State of Punjab, and conduct

examinations. The name of this Board is “Council of
Secondary Education”. Petitioner No. 2 is the Secretary
of the Society and Petitioner No. 3 is a school affiliated
to the Society.
