2. We see no reason and ground to interfere with the impugned
judgment of the High Court.
3. The Special Leave Petition is accordingly dismissed.
4. However, dismissal of the Special Leave Petition would not
in any way affect the prayer for remission, if permissible to the
petitioner as per the existing policy.
