Where a private aided college management appoints teachers through a duly constituted Statutory Selection Committee in compliance with University Statutes and the Direct Payment Agreement, the State is legally obligated to pay their salaries — a "no additional financial commitment" condition in a government sanction order cannot override binding statutory provisions and contractual obligations under the Direct Payment Agreement.
