Framing of government policy is purely an executive function, and constitutional courts exercising writ jurisdiction under Article 32 cannot strike down or interfere with such policy decisions merely because an aggrieved party seeks judicial intervention. Accordingly, a writ petition seeking invalidation of a rehabilitation policy is not maintainable.
