When a public service selection process is found to be systemically vitiated by fraud, en masse cancellation of all appointments is impermissible unless the State demonstrates through thorough investigation that tainted candidates cannot be segregated from non-tainted ones; meritorious candidates who obtained appointment through a corrupt process without personal fault are entitled to reinstatement with notional service benefits, though without back wages.
